A figure is published only with the name of the organisation that measured or published it, written as that organisation writes it. A window is a range, never a single date. A state-wide figure is quoted for its reference city, and the page says that elevation, a lake or the coast moves it.
We name pests, diseases and weeds from extension sources and never recommend a pesticide by name: the state extension service alone knows what is registered where you live.
